For the UN Security Council to accept a resolution, it is necessary that nine of the 15 members of the Council vote in its favor and ‘veto’ is not used by any permanent member.

The UN Security Council on Monday rejected Russia’s request to investigate an explosion at a pipeline supplying natural gas to Europe via the Baltic Sea. Russia, China and Brazil voted in favor of Russia’s request but other members of the Security Council abstained during the vote. For the UN Security Council to accept a resolution, it is necessary that nine of the 15 members of the Council vote in its favor and ‘veto’ is not used by any permanent member.

The US, Russia, China, Britain and France are permanent members of the council. US Deputy Ambassador Robert Wood said there was no need for a UN investigation when Sweden, Denmark and Germany are conducting a comprehensive, transparent and impartial investigation. He said that this request for inquiry is an attempt to obstruct the work of the ongoing national inquiry and to term any of their findings as biased and this demand is not at all an attempt to bring out the truth. The pipeline is known as Nord Stream 1 and Nord Stream 2. Most of the stake in this is with Gazprom, Russia’s state energy sector giant. There was a blast in this line on September 26 last year. The European nations’ investigations have not yet reached any conclusions, or at least they have not yet been made public.
