He kept all 9 fielders on the boundary line.

The captain cannot field like this in ODIs and T20s. In ODIs, only two fielders can be outside the 30 yard circle for the first 10 overs. Between 11th to 40th over, 4 fielders while in the last 10 overs, 5 fielders can be on the boundary line. Whereas in T20, the captain can put two fielders in the first 6 overs and then 5 fielders on the boundary.
