Substitute player can bowl in this situation

The ICC has also clarified the rules regarding taking substitute players for concussion (a condition of mild unconsciousness due to head injury). Now the substitute player will be allowed to bowl only if the original player has to withdraw due to ‘concussion’ while bowling. Along with this, the governing body of World Cricket has also fixed a time of four minutes for assessment and treatment of injuries on the field.

BCCI has also changed the rules for domestic tournaments

With these changes in the ICC rules, the Board of Control for Cricket in India (BCCI) has implemented the rule of ‘dead ball’ and two bouncers per over during the Syed Mushtaq Ali Trophy and Vijay Hazare Trophy last year in the Ranji Trophy starting from Friday.
