New Delhi: Union Home and Cooperative Minister Amit Shah said on Tuesday that the government will bring a new cooperative policy in the country by Diwali, which will present a cooperative map for the coming 25 years. Cooperative Minister Amit Shah said this while replying to a brief discussion on the ‘Multi-State Cooperative Societies Amendment Bill, 2022’ in the Lok Sabha amidst the noise of members of opposition parties raising slogans on the issue of Manipur.

He said, “After the year 2003, there was no cooperative policy in the country. I am happy to inform that we will come up with a new cooperative policy by Vijayadashami or maximum Diwali. Shah said that this new cooperative policy will present the map of cooperatives for the coming 25 years to the country and the world.

The Cooperation Minister also said that there was no integrated database of cooperative institutions in the country, so work has been started to prepare a national database of existing institutions and those where there are no cooperative institutions. He informed that 95 percent work has been completed and it will be released online by Prime Minister Narendra Modi on the day of Vijayadashami.

After Cooperative Minister Amit Shah’s reply, the House approved the ‘Multi-State Cooperative Societies Amendment Bill, 2022’ by voice vote amid din. He said that in the last 2 years, under the leadership of Prime Minister Modi, there have been radical changes in the cooperative sector in the country and the Central Government has made several efforts to revive the Primary Agricultural Credit Societies (PACS), making them viable and multi-faceted. 0 PACS have been computerized at a cost of Rs 2,500 crore.Shah said that Prime Minister Modi-led government has given gas cylinders to crores of people of the country and now PACS will also be able to do the work of LPG distribution.

He said that the government is giving free food grains to crores of people of the country and now this retail outlet will also be entitled to PACS. Shah said that now PACS will also be able to run Janaushadhi Kendras and work for distribution of water by becoming a water committee.

Participating in a brief discussion on the bill, Manoj Kotak of Bharatiya Janata Party said that to give a new direction to the cooperative movement, the Prime Minister Narendra Modi-led government has presented a big blueprint in which small farmers, street vendors and small businessmen are concerned. Kotak said that the need to bring this bill arose because there was no regulation system for the operation of various circles from small villages to towns. Its purpose is to ensure smooth functioning of cooperative societies.

Participating in the discussion YSR’s N Srikrishna said that the provision regarding elections to cooperatives is a good initiative.Bahujan Samaj Party’s Ram Shiromani Verma said that this Bill is important to check malpractices like irregularities, financial embezzlement, disputes, partisan behavior in cooperatives in some states.BJP’s Santosh Gangwar said that this is a big step in the history of cooperatives in the country which will bring transformational changes. Responding to the discussion, Shah referred to the schemes of the government. Said, “Modi ji saved women from smoke by giving LPG gas cylinders to every family, provided electricity to every poor house and lightened it. Made health facilities up to five lakh rupees free. He said, “Now there is a need to provide employment. Farmer and cooperative movement is a major means in this. This bill has been made to give a voice to the cooperative movement. The Cooperative Minister said, “Multi-state cooperative union is a subject of the central government… To increase accountability, transparency and profit in this, this bill has been brought.”

He said, “Earlier it was said that there is political interference in cooperatives. Now we have brought a provision in which there is a provision for setting up of Election Tribunal. This will reduce government interference. The powers of the head of the Election Tribunal have been made almost equal to that of the Election Commissioner. Shah said that with the passage of this Bill, there will be a big epochal change in the cooperative movement. The Bill was referred to a Joint Committee of Parliament on December 20, 2022 and the committee submitted its report on March 15, 2023, agreeing to most of the provisions of the Bill. The Multi-State Cooperative Societies Act was enacted in 1984. In the year 1987, TRIFED (Tribal Co-operative Marketing Development Federation of India Limited) was established as a national level cooperative under this Act.
