New Delhi : The President of India Draupadi Murmu will deliver the Union Budget 2023 speech in the existing Parliament building. This will be his first budget speech. Lok Sabha Speaker Om Birla said on Friday that the President will address the joint sitting of both Houses of Parliament in the existing building, putting an end to speculation that the meeting could be held in the new building. There were reports that President Draupadi Murmu may address the joint session of both the Houses in the new Parliament building.

Budget session will start on January 31

Lok Sabha Speaker Om Birla said in a tweet that the new building of Parliament is still under construction and the Hon’ble President’s address in the budget session will be held in the present building of Parliament. The budget session of Parliament will start from January 31 and the first phase will continue till February 10. The Parliament session will resume on March 6 and will continue till April 6. Meanwhile, some original photographs of the new Parliament House were removed on Friday from the website dedicated to the entire Central Vista redevelopment project, citing security reasons.

President Draupadi Murmu’s first budget speech

This will be the first budget speech of President Draupadi Murmu after assuming the highest constitutional post of India in July 2022 last year. Sources said that the Economic Survey will be presented in both the Houses on the first day of the budget session. He said that Finance Minister Nirmala Sitharaman will present the Union Budget in Parliament on February 1 and the first part of the session is likely to continue till February 13.

Grant demands will be investigated in a break of 24 days

Sources said that during the break of about 24 days, the standing committees will examine the demands for grants of various ministries and the second part of the budget session will begin from March 6 and continue till April 6. During the first part of the budget session, a detailed discussion on the Motion of Thanks to the President’s Address takes place in both the Houses, followed by the discussion on the Union Budget, where the Prime Minister replies to the debate on the Motion of Thanks to the President’s Address. At the same time, the Finance Minister will answer the debate on the Union Budget.

During the second part of the budget session, the focus is on discussion of demands for grants of various ministries apart from the legislative agenda of the government. The Union Budget is a money bill, which is passed during the second part of the session. It is being expressed that the second part of the budget session can be organized in the new building of Parliament. During the last session, nine bills were introduced in the Lok Sabha, out of which seven bills were passed by the lower house.
