It said that the administration committee would be composed of elected and nominated members. “At least one-third of the seats of the elected members of the committee will be reserved for representatives of MSMEs,” the ministry said in a statement. In a communication sent to the chairmen/presidents of all these bodies, the ministry said that the review committee After several rounds of internal discussions with all the EPCs and FIEOs and consultation with stakeholders, they submitted their report along with the revised bye-laws to the Department of Commerce. It has been approved by the competent authority. These 27 page bylaws propose eligibility for election, resignation of members, disqualification for membership of the Council and method of conducting elections.
The Commerce Ministry has proposed revised election bylaws for all Export Promotion Councils (EPCs), including FIEO, the apex exporters’ body. Under this, a President will hold office for two years and will not be eligible to contest the next election. Revised model articles of association/bye-laws for EPC and Federation of Indian Export Organizations (FIEO) are required to be adopted by these bodies and elections of their office bearers are required to be held. FIEO was established in 1965 as an apex body of export promotion in the country. All these councils and organizations have already been informed about these model bye-laws.
These have been proposed by a three-member committee constituted by the ministry in May to review the eligibility criteria for the elections and make them more inclusive. The Committee reviewed the existing guidelines and made suitable recommendations regarding representation of various stakeholders in the Managing Committee and other posts. After this, elections in these bodies were stopped. Now after the adoption of these new amended bye-laws all the Councils and FIEOs can start the process for elections. Till now elections were held under the bylaws made in the year 2015. As per the model bylaws, a Chairman shall be eligible to contest re-election as Vice-Chairman in the same/any other Council only after a gap of four years. The Vice-Chairman of the Committee will be selected by the Council for a term of two years.
