The Gujarat government on Saturday said that during the financial year 2021-22, electricity worth Rs 8,160 crore was purchased from Adani Power, the Adani Group’s power company, at revised rates. The Bhupendra Patel government of Gujarat gave this information in response to a question in the state assembly. Accordingly, in the last financial year, the state government procured power from Adani Power at a revised rate of Rs 8.83 per unit instead of the pre-fixed rate of Rs 2.83 per unit.

Responding to a question by Aam Aadmi Party (AAP) MLA Hemant Ahir, state Energy Minister Kanu Desai said in the Assembly that the government bought 1,159.6 crore units of electricity from the company in the year 2021-22 for Rs 8,160 crore. He informed that the rate of power purchase has been revised to Rs 8.83 per unit on monthly basis, which was earlier Rs 2.83 per unit. Desai said that the state government had entered into a 25-year power purchase agreement with Adani Power in the year 2007.

The purchase agreement was entered into at a levelized rate of Rs 2.89 and Rs 2.35 per unit. He said that due to increase in the cost of imported coal, the state government had increased the power tariff under the power purchase agreement with the company. Desai said, “Adani Power’s project being coal-based, it was not able to generate power at full capacity due to the sudden increase in the prices of imported coal from Indonesia. In view of this, the state government constituted a high level committee.

On December 1, 2018, the government, after accepting the recommendations of the committee in a resolution, approved the increase in power purchase rates with some modifications. Accordingly, a supplementary agreement was entered into with Adani Power on December 5, 2018, which was approved by the Central Electricity Regulatory Commission vide an order dated April 12, 2019.

He said that another revision in power purchase rates with Adani Power was done in the year 2021 on increasing coal prices in the international market. He said that due to high global coal prices, most of the power plants dependent on imported coal were not able to operate at capacity. He said that in such a situation, the Central Government had directed these plants to produce at full capacity. The Finance Minister of Gujarat said that adequate power was procured from Adani Power’s Mundra project on the principle of merit order to meet the state’s power needs from all possible sources.
