The Central Government has notified three Grievance Appellate Committees on Friday under the amendment in the Information Technology (IT) Rules 2021 made in October.

The Complaints Appellate Committees will start functioning within one month of this notification, i.e. from March 1, keeping in view the necessary transition period as per the requests and technical requirements of the intermediaries, said an official statement. According to the statement, the GAC is an important part of the overall policy and legal framework to ensure that the Internet in India is free, secure, reliable and accountable. The statement said that the GAC has been constituted in view of the large number of user complaints being addressed or resolved unsatisfactory by the Internet Intermediaries. GAC will be a virtual digital platform, which will operate online and digitally only. In this, the entire process from filing of appeal to decision making will be digital.

According to the statement, users will have the option to appeal against the decision of the grievance officer of social media intermediaries and other online intermediaries before this new appellate body. The committee will endeavor to resolve the appeal of the user within 30 days. As per the notification, each of the three GACs will consist of a chairperson, two full-time members from different government bodies and retired senior officers from industry for a period of three years from the date of assuming office. The first committee will be headed by the Chief Executive Officer of the Indian Cyber ​​Crime Coordination Center under the Ministry of Home Affairs.

Retired IPS officer Ashutosh Shukla and former Chief General Manager of Punjab National Bank Sunil Soni have been appointed as whole time members of the committee. The second committee will be headed by Joint Secretary in-charge of Policy and Administration Division in the Ministry of Information and Broadcasting, while the third committee will be headed by Kavita Bhatia, Senior Scientist, Ministry of Electronics and Information Technology.
