Kejriwal requested the Union Finance Minister to consider Delhi as a ‘special case’ and include it in the terms and conditions of the 16th Finance Commission’s tax share distribution.
Delhi Chief Minister Arvind Kejriwal has written to Union Finance Minister Nirmala Sitharaman, pointing to Delhi’s “almost stagnant” share in the central tax pool ahead of the formation of the 16th Central Finance Commission, demanding that Delhi be treated as a special case. Accusing the Center of giving step-motherly and unfair treatment to Delhi, Kejriwal said Delhi’s share in the central pool of taxes has remained surprisingly low at Rs 350 crore for the last 23 years.
“Had Delhi been treated fairly, its share would have been Rs 7,378 crore,” he said in his letter to Sitharaman.Kejriwal also said that the Municipal Corporation of Delhi (MCD) has been facing “extremely unjust treatment” for the past few years and is not getting anything from the central government. The Chief Minister said that it is believed that Delhi’s name (being a Union Territory) has been removed from the ‘Terms and Conditions’ of the Finance Commission.,
Hence, it does not come under the ambit of devolution of tax and hence is not treated at par with other states. “But Delhi is a special case and it has the character of the state as well,” he said. Delhi manages its finances on par with other states.” Kejriwal requested the Union Finance Minister to consider Delhi as a “special case” and include it in the terms and conditions of the 16th Finance Commission tax share distribution.
