Cooperation Minister Amit Shah on Saturday said a bill to amend the law on multi-state cooperative societies (MSCs) will be brought in the monsoon session of Parliament beginning July 20.

New Delhi. Cooperation Minister Amit Shah on Saturday said a bill to amend the law on multi-state cooperative societies (MSCs) will be brought in the monsoon session of Parliament beginning July 20. He said that the objective of this exercise is to promote ease of doing business. Speaking at the 17th Indian Cooperative Congress here on the occasion of International Cooperative Day, Shah said 26 states and union territories have adopted draft model bye-laws for Primary Agricultural Credit Societies (PACS). This means that a large part of the country will have uniform bye-laws from September.

He also said that the government wants to enact a new cooperative law, which will help in the expansion of the sector in the next 25 years. Apart from this, the government is also planning to set up a cooperative university, for which inter-ministerial discussions have been initiated. He said that after the formation of a separate Ministry of Cooperatives on July 6, 2021, there have been many changes in the cooperative sector and many changes will happen in the future as well. The minister said that first of all, the government has tried to bring uniformity in the cooperative law without interfering with the rights of the states and the Center under the constitutional framework.

Shah said, on the initiative of (Prime Minister Narendra) Modi ji, the work of amending the Multi-State Cooperative Societies Act has been done unanimously by the parliamentary committee. This law is going to come in this session. The Bill was referred to a Joint Committee on December 20, 2022, and the Committee submitted its report on March 15, 2023, agreeing to most of the provisions of the Bill. Besides, there are different bye-laws for PACS in the country, he added. To bring uniformity in these, the Ministry of Cooperation has brought model bye-laws.

He said, I am happy to inform that 26 States/UTs have adopted the model bye-laws on PACS. Around 85 per cent PACS will follow uniform bye-laws from September. Shah said that the scope of work of PACS has now become wider, and they can work in various sectors like dairy and fisheries. This will help them to expand.
