The policy of structural audit has been made keeping the flat buyers at the center point. 25 percent or more flat buyers of any tower feel that the structure of their building is weak, then they can complain to the authority. On the complaint, the authority will get the investigation done by its committee. This committee has also been formed under the leadership of ACEO. If any small problem is found in the inspection of the committee, then the authority will issue a notice to the builder or AOA, RWA whose responsibility will be to get it done within 3 months. If the cracks are found to be large and the committee considers it necessary, then the authority will issue a notice to get the structural audit done within a month.

Structural audit will have to be done from the panel of agencies made by the authority. This panel has also been prepared of seven agencies. If it is found in the audit that the building needs retro fitting (major repairs), then the builder or AoA will have to start the work in one month and complete it in six months and submit the report to the authority. If the builder and the AOA back down from getting the structural audit and repairs done, the authority will get the work done. Whatever expenses will be incurred after this, the balance will be recorded in the builder’s account. Whereas, recovery RC will be issued from AOA or RWA. Similarly, the rules will apply to all buildings, including commercial buildings, which are more than 15 meters high. Information about the policy being effective has also been sent to the builders by the Noida Authority. Authority officials said that with the implementation of the policy, the way has been opened for the residents of group housing to demand structural audit.
It will be the responsibility of the builder to get structural audit done for five years from the issue of occupancy certificate of any project. The deficiencies that will come to the fore will also have to be removed by the builder. The structural audit and repairs will be the responsibility of the AOA after the lapse of five years from the date of issue of occupancy certificate. The authority has initially empaneled 7 agencies for structural audit. Any structural audit in the Authority area will be considered by the Authority if it is conducted by an empaneled agency. These include Delhi Technical University Delhi, IIT Kanpur, BITS Pilani, AMU Aligarh, MNIT Jaipur, CBRI Roorkee.
These will be the rules before OC-CC is issued
Any builder applying for an Occupancy Certificate (OC) or Completion Certificate (CC) to the authority must also submit a structural audit report. If the builder does not apply this report and applies, in such a situation, if the structural audit report comes negative, then that application will be rejected. Then remove the deficiency and apply again. The report is awaited, in such a situation the authority will not give any approval. It has been told in the guidelines that even if the application for OC and CC coming from April 1 is made for a flat, these rules will also be effective. Before this, the applications which will come till March 31, will be approved on the structural waiting system implemented till now.
