New Delhi. Union Telecom and Information Technology (IT) Minister Ashwini Vaishnav has said that the country’s first electronic chip manufacturing plant is expected to start within the year. The government has initially set aside a $10 billion stimulus fund to set up a semiconductor manufacturing ecosystem, including wafer fabrication plants, in the country. Wafer fabrication plants are the first building blocks of physical chips, which are used in all high-tech electronic products.

“We are focusing on some specific areas where we can take global leadership,” Vaishnav said in an interview to PTI. We have emerged as a major segment for telecom and EV (electric vehicle) semiconductors. “If we focus on developing and manufacturing chips used in these segments, we can become a global leader in these.” He said that work is being done keeping these emerging areas in mind.

Vaishnav said, “We should get big success in the next few months. “It will be a complete (ecosystem) of fab (wafer fabrication), design, manufacturing.” Asked if this would happen in a year, the minister said, “No, we will see success soon.” He said that with the success of US storage chip manufacturer Micron’s investment in India, the whole world has become very confident about India’s potential. Memory chip maker Micron started construction of a semiconductor assembly plant in Sanand, Gujarat last month. The company had in June announced plans to set up a $2.75 billion (about Rs 22,540 crore) semiconductor assembly and test plant in Gujarat.

Micron will invest up to $825 million to set up the plant in two phases and the remaining investment will come from the central and state governments. The Union Minister said that Micron’s component suppliers are also in the final stages of the process of identifying land in collaboration with the state government. Vaishnav said, “According to the information I received, five companies (Micron’s partners) have come. The land identification process is ongoing. “One of their (Micron’s) largest ecosystem partners is already in the land allotment process.”

The government has already set the deadline for commercial introduction of the first indigenous chipsets by 2023-24 under the Digital India ‘Risk-V’ programme. Indian Institute of Technology (IIT)-Madras and Center for Development of Advanced Computing (CDAC) under the aegis of Microprocessor Development Program of the Ministry of Electronics and IT have developed Shakti (32-bit) and Vega (64-bit) respectively using open source architecture. Have developed two microprocessors named. Vaishnav said the government is working on creating four-five components where India can become a global hub not only to meet domestic needs but also to export across the world.
