1. The scheme will be applicable in AC chair car and executive class of all trains having AC seating accommodation including Anubhuti and Vistadome coaches.
2. A maximum discount of up to 25 per cent will be available on the basic fare. Other charges like reservation charges, superfast surcharge, GST will be levied separately. This relaxation can be given in any or all the categories on the basis of vacant seats.
3. Trains with less than 50% occupancy during the last 30 days will be considered for the discount. The fare of competing modes of transport will be taken into account while determining the limit of exemption.
4. The concession may be granted for the initial leg of the journey and/or for the last leg of the journey and/or for intermediate sections and/or from the beginning to the end of the journey. Provided that the occupancy during that phase/section/from start to finish, as the case may be, is less than 50%.
5. This exemption will be implemented with immediate effect. However, passengers who have already booked tickets will not get refund.
6. The fare concession will be applicable initially for a period as decided by the PCCM of the zone from where the train originates. This will be for a maximum of 6 months.
7. Further review of this scheme will be done regularly and depending on the occupancy the relaxation may be modified/extended/withdrawn.
8. If it is decided to amend the exemption/withdraw the scheme, it can also be implemented with immediate effect. However, the increased fare will not be charged from passengers who have already booked tickets.
9. In case of trains where the flexi-fare scheme is applicable in a particular class and the occupancy is less, the flexi-fare scheme may be withdrawn first as a measure to increase the occupancy. If this does not result in improvement in occupancy, then only the relaxation scheme can be implemented in those trains/classes.
10. Tickets on PTO/Difference in fares on Railway Passes/Concessional Vouchers/MLA/Ex-MLAs Coupons/Warrants/MPs/Ex-MPs/Freedom Fighters etc. will be booked on basic class wise fare and not on concessional fare.
11. Tatkal quota will not be earmarked for the fixed duration in such trains if the concession is granted from the beginning to the end of the journey. Further, if exemption is granted for partial journey of the train, Tatkal quota cannot be granted for that part of the journey where exemption is granted.
12. Discount will be given only on tickets booked till the first chart is prepared and during the current booking. Exemption can also be given if TTE boards the train.
13. This scheme will not be applicable on special trains.
14. This scheme will be applicable for a period of 1 year.
15. This scheme has been brought with the objective of maximum utilization of seats in trains.
