As per rules, companies, offices or employers have to issue Form 16 on or before 15th June every year.
Form 16 is in two parts

How to file ITR without Form 16?
If you do not have Form 16, you can also file ITR through your salary slip along with Form 26AS. Form 26AS can be downloaded from TRACES website or through net banking of authorized bank. Salary slip contains details of salary as well as all tax deductions.
Apart from this, taxpayers should also ensure that additional income, deduction claimed on HRA, deduction under section 80C and 80D and other details have also been computed. Taxpayers can file their income tax return without Form 16 if the gross income, total deduction and total TDS are the same as shown in Form 26AS.
