West Bengal’s Minister of State for Finance (Independent Charge) Chandrima Bhattacharya has presented the state budget in the Assembly for the third consecutive time. During his address in the House on Saturday, he also thanked Chief Minister Mamata Banerjee for this. The discussion on the budget in the Assembly ended with Chandrima’s address. However, just before the Minister of State for Finance’s address, the BJP MLAs walked out of the House. On this Chandrima condemned BJP. He said that BJP MLAs have insulted the House.
Government will spend 54 percent of the budget on women
In her address, Chandrima Bhattacharya said that 38 lakh women of the state will become millionaires in this financial year. He said that 54 percent of the state budget will be spent on women and 17 percent on various schemes related to children. He said that 21 lakh people of the state have job cards under MNREGA. As per rules, one-third of women should have a job card. In such a situation, 60 lakh women in the state have job cards. But the central government is not allocating funds under MNREGA. In such a situation, women are also being affected. He called it an insult to women.
Payment of outstanding amount to job card holders from 21st February
He said that from February 21, the state government will pay the dues to the people with job cards. He said that opposition leaders repeatedly make controversial remarks against CM Mamata Banerjee. This is an insult to all the women of the state. The Minister of State for Finance said that the Gross State Domestic Product (GSDP) of West Bengal has never gone down. A better graph of GSDP gives the state the ability to take loan, hence the state government is able to take loan.
Chandrima’s statement on CAG report
The minister said that by releasing the CAG report it is being cited that the state government is not giving the utilization certificate. He said that utilization certificate for the year 2002 to 2021 is being sought from the government. He told that in 2002 there was a Left Front government. The then government had not handed over 15-16 utilization certificates to the Centre.
Every person living in Bengal is a resident of this state
He said that it has been cited in the CAG report that the workers of the state are being forced to go out. But it is not so. People who are working outside the state, are being provided treatment facility in the same state through the health insurance scheme Swasthya Sathi. He said that people from across the state including Kolkata, Bihar, Uttar Pradesh, Jharkhand come for employment and earn their living by doing small jobs here. He said that every person living in Bengal is a resident of this state. Every kind of facilities are provided for them by the state government.
