The US has agreed to hold talks with Russia on a nuclear arms control framework without preconditions. A top White House official will offer to maintain the existing nuclear arms limit with Russia. Senior officials told reporters that National Security Adviser Jake Sullivan will deliver a speech at the annual National Arms Control Association meeting in Washington, outlining the Biden administration’s effort to navigate the rapidly changing strategic nuclear landscape.
US National Security Advisor Jake Sullivan will explain the Biden administration’s desire for talks on the creation of a new structure during an address to the Arms Control Association on Friday. Putin announced in February that he was freezing Russian cooperation under provisions of the New START treaty for nuclear weapons and missile inspections amid deepening tensions between Washington and Moscow over Russia’s invasion of Ukraine.
The New START treaty was signed in Prague in 2010. It was extended for five more years in 2021, just after US President Joe Biden takes office. It limits the number of strategic nuclear weapons that can be deployed by the United States and Russia, and the deployment of land- and submarine-based missiles and bombers to deliver them.
