Pakistan’s Compulsions
Bilawal is the first foreign minister of Pakistan to visit India since 2011. This means that Russia’s influence within the SCO may decrease and China may become a stronger member.
Like Pakistan, India also looks forward to strengthening ties and enhancing cooperation with the resource-rich Central Asian nation. Central Asia has now become the new arena of war between India and Pakistan. India does not have a direct entry to enter Afghanistan, a major country in Central Asia. But it made up for this shortcoming by creating a new system in dialogue with the governments in the region. The purpose of Pakistan’s presence in Goa may be an indication that it will not allow Central Asia to dominate India further. Pakistan is also not looking at Bilawal’s visit from a bilateral point of view.

do not talk to a weak government
There were reports that Pakistan had requested a meeting between Bilawal and his Indian counterpart S Jaishankar. But Pakistani officials rejected it. Either way, it would be wrong to see the Pakistani Foreign Minister’s visit as an attempt to start the reconciliation process. Kugelman believes that India will not want to spend its political capital negotiating with a weak and unpopular administration in Pakistan, especially with general elections in India just a year away.
Will reach Goa due to compulsion
Bilawal’s visit is a compulsion for Pakistan and not bilateral. Had he not come to Goa, Pakistan could have weakened its position in the organization. Prime Minister Shehbaz Sharif will not take the risk of losing clout, that too when it has a significant ally, namely China. Also, it includes those members who are keen to have deeper relations with Pakistan. Pakistan feels that these countries can limit India’s influence.
