The Comptroller and Auditor General has expressed concern over the maintenance of over 3.30 lakh repaired wagons of goods trains without the approval of the Neutral Control Office (NCO) in the country. The CAG says that this is a compromise with security. The work of the Neutral Control Office in the Workshops/Yards is to independently check the wagons of goods trains which are under repair or have come for periodic repair before they are put into operation. NCO approval is important.
The wagons of goods trains repaired in the workshops are checked by Neutral Train Examiner (NTXR). Only those wagons which are certified as ‘fit’ can be inducted into service. The boxes in which defects are found, the examiner keeps under his control to pay attention to them. The CAG has said in its report, “3.30 lakh wagons were cleared without NCO clearance after repairs in workshops/terminals. It is a compromise with safety.” It also said that an analysis of the Freight Operations Information System (FOIS) data from 2016-17 to 2020-21 showed that stoppage time was close to half of the total travel time and hence The average speed was also close to half.
