Four agencies still believe the virus spread from animals to humans, while the Department of Energy and the Federal Investigation Agency (FBI) believe the virus leaked from a laboratory. The CIA and other intelligence agencies have not made any assessment in this regard. The pandemic originated from the Chinese city of Wuhan, where the Wuhan Institute of Virology is located. He faced scrutiny over past research and alleged security lapses at the institute on the coronavirus found in bats.

The report says that viruses were genetically developed as part of research, including attempts to mix different viruses in the laboratory. However, the report says that US intelligence agencies do not have information indicating that SARS-CoV-2 was genetically engineered at the Wuhan Institute of Virology.
