The Defense Ministry has eased norms for setting up mobile towers, optical fiber and other telecom infrastructure in its territory. This relaxation has been given in line with the Right of Way (ROW) rules notified by the Telecom Forum in 2016. A copy of the new rules was uploaded on the Gati Shakti portal on Thursday. These rules have replaced the Common Communication Towers and other Telecom Infrastructure for Expansion of Communication Network in Military Stations/Cantonments issued in February 2018.
According to the new rule, … any application for setting up of telecommunication infrastructure under defense land or above ground shall be considered as per the Indian Telegraph Right of Way Rules 2016 (as amended from time to time). The new rules also said that additional conditions made by the Department of Telecom would also be taken into account. For setting up of telecom infrastructure in the interior areas of the Cantonments, the Cantonment Board will have to obtain No Objection Certificate (NOC) from the organization under whose management the defense land is placed.
According to the new rule, for all places outside the civil area, the Cantonment Board will have to take NOC from the station headquarters. In this regard, Directorate General Defense Estates will develop and maintain an online portal for electronic application process. It will be integrated with the communication portal of the Department of Telecom.
