The most concrete outcome of the meeting has been the creation of a loss register for the first summit of the Council of Europe, held for the first time in nearly two decades. This register is expected to be kept in The Hague. This register will allow war victims to provide information about the harm they have caused. In a trial against the offense of aggression, such a register may be used by the proposed tribunal for distribution of compensation. It is a concept that has also been endorsed by the Council of Europe. In his address to the summit on Tuesday, Ukrainian President Volodymyr Zelensky also reiterated his country’s desire for such a court.
