The state government said that Bertioga alone received 687 mm of rain during that period. Governor Tarcisio de Freitas said in a statement that he has requested support from the military, which will send two airplanes and rescue teams to the area. He issued a public disaster order for the cities of Ubatuba, São Sebastião, Ilhabela, Caraguatatuba and Bertioga.

TV footage showed houses flooded with only roofs visible. Local residents are using small boats to carry goods and people to higher places. A road that links Rio de Janeiro to the port city of Santos has been blocked by landslides and flooding.
