A report in the newspaper The Sunday Guardian said that Fincantieri is out of the picture. In such a situation, there is a possibility that a Qatari defense company, along with two more Italian companies, may be behind this whole ruckus. The report, following an investigation by the newspaper, claimed that it was a conspiracy in which Indian citizens were sent to solitary confinement. All the retired officers who are in jail were working for Dahra Global.

This whole story is related to the maze of companies and cross holdings, whose strings are spread from Qatar to Italy. The newspaper claims that along with influential rulers of Qatar, their close ones are also involved in this. In the year 2019, Cabi Cattaneo, an Italian ship-building company, received a contract from the Qatar Navy to build two submarines for the Gulf country. The contract was worth 190 million Euros. If sources are to be believed, this project was being run with the help of another Italian company M23. This company is a part of another Italian ship maker company GSE Trieste.

Others in M23’s top leadership include Tawfik Abi Fadel, who is close to Qatar’s royal family. He is currently the legal head of Qatar’s state-owned company ‘Barjan Holdings’. This company is a part of the Ministry of Defense of the country. It was created in March 2018 with the aim of enhancing the capabilities of Qatar’s military. The President of Barzan Holdings is Khalid bin Mohammed Al Attiyah, who is also Qatar’s Minister of State for Defence. According to him, the main objective of this company is to meet the long term defense and security needs of Qatar. In other simple words, if we say that Barjan Holding decides that Qatar’s expenditure on defense needs should be monitored at every level.

If sources are to be believed, these submarines are being acquired by the Doha-based Limited Liability Company, ‘Al-Shamal 3’, on behalf of the Qatar Navy. It is headed by Nasser Hassan Al Naeimi, chief executive officer of Barjan Holdings, who also invested heavily in M23. All the above transactions were completed by May 2020. It is not yet clear how and in what capacity Dahra Global employees, including eight Indians, were working on these two submarines.
