The Comptroller and Auditor General of India (CAG) has said that the budget utilization in Jammu and Kashmir during the financial year 2021-22 was 20 per cent less than the total grants and appropriations of Rs 1.39 lakh crore. The report has asked the government to be ‘more realistic’ in its budgetary assumptions. The CAG has also criticized the failure of the departments concerned to ‘surrender’ grants and appropriations amid the expectation of savings. The savings stood at Rs 28,504.50 crore.
In its latest report on Union Territory finances for the financial year ending March 31, 2022, the CAG said, “The total provision for expenditure in the financial year 2021-22 was Rs 1,39,795.19 crore. The actual expenditure during the year was Rs 1,11,983.49 crore (80 per cent), resulting in savings of Rs 27,811.70 crore during 2021-22. The CAG noted that the budgetary allocations were based on unrealistic proposals as savings of more than Rs 100 crore were made in the capital segment in 22 of the total 35 grants. According to the report, “The entire budget provision of Rs 5,092.25 crore under 28 grants included in 123 schemes remained unutilized during the year, thereby denying desired benefits to the general public.
