He had joined KCF in 1986. Later he became the head of the organization and went to Pakistan.
KCF was listed as a terrorist organization under UAPA. Although Panjwar was inactive for the past few years, he was operating from Lahore and was involved in arranging arms training for youths in Pakistan. He was involved in the supply and subsequent infiltration of arms and ammunition to target VIPs and economic establishments in India.
