Six Scorpene-class submarines are being built by MDL under Project-75 under Transfer of Technology from Naval Group under a $3.75 billion agreement signed in October 2005. Five of them have been commissioned and the sixth is expected to be commissioned early next year. The aging submarine fleet and delays in procuring new submarines under the P-75I meant that the Navy would have to purchase three follow-on submarines to stem the dwindling fleet. The Navy has 16 conventional submarines in service, seven Kilo-class, four HDW submarines and five French Scorpene-class submarines. Of these, the Kilo and HDW are aging and the Navy has been forced to extend their lives as an interim measure, due to related delays in procuring new submarines planned under Project-75I.
