The Governor, in a letter to the Speaker, stated that the Assembly had “no legislative competence” with respect to the Bill and that it had been passed against “several judicial opinions”. Stalin said that 41 people have committed suicide so far after losing huge amount of money in online gambling. He mentioned a young man named Suresh Kumar, who committed suicide after losing Rs 17 lakh in online rummy.

Meanwhile, differences over leadership in the All India Anna Dravida Munnetra Kazhagam (AIADMK) came to the fore again with K Palaniswami and other party legislators objecting to the Speaker allowing ousted leader O Panneerselvam to speak on the matter. . Appavu told the opposition legislators that he had not mentioned Panneerselvam as a member of the AIADMK and was allowed to speak in his capacity as a former chief minister.

Stalin said that instead of giving his consent immediately, the governor sought some clarifications on November 23, 2022. Stalin said the clarification was sent to the governor within 24 hours and Law Minister S Raghupathi met him and replied again. However, after 131 days the bill was returned to Speaker Appavu with some objections, he added.
