The Jharkhand government on Friday presented a budget of Rs 1.16 lakh crore for the financial year 2023-24 in the assembly. In this, Rs 84,676 crore is proposed for revenue expenditure, while Rs 31,742 crore is proposed under capital expenditure. A fiscal deficit of 2.76 percent has been estimated in the budget. In this budget, apart from giving employment to the youth, many big announcements were also made for farmers and women. He said that the budget estimate for the financial year 2023-24 is 15 percent more than the previous annual financial statement (budget). In the budget, special emphasis has been laid on rural development, education, health and agriculture. Finance Minister Oraon said that an innovative experiment was done for the year 2022-23 through the ‘Hamar Apna Budget’ portal. There was enthusiastic participation of the people of Jharkhand. 2023-24 will be the plan implementation year to give shape to the plans with the suggestions of the common people.
Oraon said, the growth rate in Jharkhand in the financial year 2022-23 is estimated to be 7.8 percent, which is higher than the national growth rate. He said that the revenue income of Jharkhand in the financial year 2022-23 is estimated to be Rs 38612.84 crore, which is 23.28 percent more than the previous financial year. He said that capital expenditure in Jharkhand would increase by about Rs 7,000 crore to Rs 25,317 crore in the financial year 2023-24. The revenue expenditure during this period will be Rs.84,676 crore. Apart from this, many new announcements have been made in the budget presented today.
Under this, there is a target of providing skill training to 1.40 lakh youths. Rs 1,000 will be given to men and Rs 1500 to women-disabled for six months if they do not get employment after training. In the year 2023-24, while expanding the Chief Minister’s Employment Generation Scheme, it has been said to benefit two lakh youth. Apart from this, considering the role of Manki, Munda, Dakua in judicial, administrative and financial work under Manki-Munda governance, two-wheelers will be provided to them.
A new scheme called Crop Protection Program has been launched in the budget. A provision of Rs 300 crore has been made in the budget for the Chief Minister’s Livestock Development Scheme. In addition, Rs 180 crore is proposed for setting up new dairy plants at Giridih and Jamshedpur and milk products plant with milk powder plant at Ranchi. In the last budget, to encourage milk producers, the coalition government had started a scheme to give incentives at the rate of Re 1 per litre.
It was increased to two rupees per liter in the year 2022-23. It has now been announced to increase this incentive amount from Rs 2 to Rs 3 in 2023-24. Birsa Irrigation Well Promotion Mission has been started under MNREGA and State Scheme to provide irrigation wells to the farmers. For this, a provision has been made to give 50 thousand rupees per beneficiary from the state scheme for materials and the remaining amount from the MNREGA scheme. The state government has announced to increase the monthly honorarium of Anganwadi workers and assistants.
It was also announced to provide smart phones to all Anganwadi workers to connect them with the modern information system. There is a proposal to construct 800 new Anganwadi buildings in the next financial year. Group insurance scheme will also be started for Anganwadi workers and assistants. It was announced in the budget that next year commercial flight operations will start from Dumka and Bokaro.
Air service has started from Deoghar and Jamshedpur this year. An airport will also be constructed in Sahebganj in the coming time. Apart from this, air ambulance service will be provided to the general public at an affordable rate. There is a proposal to form Netarhat Tourism Development Authority in the budget. Apart from this, talk has also been given to establish Village Route Training Center and Sido-Kanu Youth Club. In the budget, with the aim of providing social security to the journalists of the state, it has been said to implement the Patrakar Samman Suraksha Yojana. Members of the opposition BJP and AJSU walked out of the House in protest during the Finance Minister’s budget speech.
Finance Minister Oraon announced that a campaign would be launched at a cost of Rs 50 crore to promote the production of millets in the state. He said that the budget would fulfill the aspirations of the poor, downtrodden and bring about all-round development in the entire state. The minister said that the Jharkhand Mukti Morcha (JMM)-led coalition government has introduced several innovative schemes, which will pave the way for rapid development of the state.
