India has said that it shares the ‘collective resentment’ of the countries of the ‘Global South’ that they have no voice or representation on important issues related to these countries at high levels in the UN Security Council. Ambassador Ruchira Kamboj, Permanent Representative of India to the United Nations, said that many aspects of the UN system require urgent reforms and among these, reform of the United Nations Security Council (UNSC) was identified as an important and urgent priority. “Despite a collective appeal, till now we have no results to show,” Kamboj said. Why so?’ Addressing the annual meeting of the UN General Assembly on Thursday ‘on the question of equal representation in the Security Council and increasing its membership’, Kamboj said, ‘As a member of the ‘Global South’ we share its collective resentment. That we have no voice at the highest level on key issues of concern to it (the Global South).”
He said 164 Member States have joined in appealing for a concrete text as the foundation for negotiations on UNSC reform. Kamboj said this overwhelming support highlights that any further delay in Security Council reform will only worsen its lack of representation. He said representation is a sine qua non of both legitimacy and effectiveness. At present there are five permanent and 10 non-permanent member countries in UNSC. Non-permanent member states are elected by the United Nations General Assembly for a two-year term. The five permanent members are Russia, Britain, China, France and America and these countries can veto any resolution. Expressing concern, Kamboj said that even after 15 years of the beginning of intergovernmental negotiations on reform of the UNSC, communication among member states is largely limited to exchange of statements with each other.
“No discussion on the text,” he said. There is no time limit and no definite end goal. We come every year, make statements and return empty-handed.” Germany, representing the Group of Four (G4) comprising Brazil, India, Japan and itself, said the urgency of reform could not be overstated. Nicolas de Rivière, the French ambassador to the UN, stressed that Paris wants the Security Council to represent today’s world in a way that strengthens its authority, legitimacy and effectiveness. The G4 countries underlined that the upcoming ‘Summit of the Future’ is an opportunity to achieve concrete results on the issue of Security Council reform. The United Nations has described the ‘Summit of the Future’ to be held in September next year as a ‘once in a generation opportunity’ to enhance cooperation on critical challenges and address shortcomings in global governance.
