Textile Park – New Dimension of Make in India

Prime Minister Narendra Modi has announced the construction of seven PM Mitra Mega Textile Parks in Tamil Nadu, Telangana, Karnataka, Maharashtra, Gujarat, Madhya Pradesh and Uttar Pradesh. These mega textile parks will be built with an outlay of Rs 4,445 crore. For infrastructure in the region, this will be the biggest initiative ever. Inspired by Prime Minister’s 5F vision, PM Mitra Park Yojana; A big step towards achieving Atmanirbhar Bharat and Vocal for Local initiative. These mega parks will help the region achieve its target of $250 billion in turnover and $100 billion in exports by 2030.

The Mega Textile Parks will transform the textile sector and create global champions at each location with world-class facilities, state-of-the-art infrastructure and integrated value chains. A major construction and development company will be selected, which will be responsible for the design, planning, construction, financing, operation and maintenance of the PM Mitra Park. This is a huge leap for the industry, as the value chain is currently scattered across countries, increasing costs and delays at each touch-point in the chain. Indian industries will become globally competitive, as the parks will help increase production, cut costs, improve efficiency, and supply high-quality textiles and apparel. These mega parks will generate about 20 lakh direct/indirect employment opportunities and attract domestic and foreign investment estimated at Rs 70,000 crore. These mega parks will be shining examples of sustainable development, with zero liquid leakage, common effluent treatment plants, use of emission free renewable energy and adoption of global best practices. These mega parks are in line with the Prime Minister’s call to manufacture products that have no defects and no side effects on the environment.

It is pertinent to underline that over the centuries, Indian textiles have earned global recognition, but unfortunately, the sector was largely neglected by the previous governments. It was the foresight of Prime Minister Modi, under which PM Mitra Yojana has been started for the textile sector. The textile sector, one of the mainstays of the Indian economy, forms a significant portion of Indian exports and includes businesses ranging from ordinary farmers to affluent city dwellers and business leaders. The textile sector is a source of livelihood for millions of people. 18 proposals were received from 13 states for setting up PM Mitra Parks. Seven mega parks were selected through a transparent process, which were recognized by the PM Gatishakti National Infrastructure Masterplan. This is another example of cooperative federalism, as both the Center and the respective states will be partners in the special purpose company, which will set up and manage these mega parks. The state governments will provide at least 1,000 acres of land for the establishment of these parks. State Governments, with the aim of ensuring smooth operation of the production process and ease of doing business, along with a favorable and stable policy regime, a reliable system of electricity and water supply and disposal of waste and an effective facility of single window clearance. Will provide These mega parks will have state-of-the-art infrastructure and plug-and-play facilities as well as training and research support required by the textile industry. These parks will present a unique model where the Central and State Governments will work together to increase investment, encourage innovation, create jobs and make India a world leader in textiles. The textile industry has responded enthusiastically to this important initiative of the Government. This initiative has been launched by the government after extensive consultations with all stakeholders. Apex industry organizations like CII and FICCI as well as major industry associations associated with the textile sector have appreciated the announcement of setting up of PM Mitra Mega Parks. Industry associations have expressed hope that the relatively low logistics cost, modern infrastructure, global trade potential and supportive policies of the Central and State Governments will take the Indian textile industry to new heights and provide competitive prices to Indian and foreign consumers. The Ministry of Textiles will monitor the implementation of these projects. The ministry will provide financial assistance of Rs 500 crore for greenfield parks and Rs 200 crore for brownfield parks as capital support for development to the SPV of each park. Apart from this, he will provide an amount of up to Rs 300 crore to the units located in each park with an aim to motivate them to go ahead with the implementation faster. India has already signed trade agreements with UAE and Australia and is in talks with Canada, UK and EU in this regard. These efforts will help Indian textiles strengthen its foothold in lucrative developed markets and significantly increase the country’s share in global trade in textiles and apparel. India is already one of the largest textile and apparel exporters in the world.
