For those who don’t know, it is important to know that the CPPCC is an advisory body. While the nearly 3,000-member NPC is the legislative body of the Communist Party of China. In a way, it can be called a parliament which ratifies policies. Its members include business executives, celebrities and eminent personalities. This time, it is expected that China will try to promote its plan to achieve “new productive power” for the year 2024 in the upcoming “two sessions” meetings. Some Chinese economists expect China’s central government to again set its country’s gross domestic product (GDP) target of about five percent for 2024 during the two sessions. In September last year, Chinese Communist Party General Secretary Xi Jinping first put forward the idea of ​​building “new productive forces”. Some US websites have translated the name of the program as “New Quality Productivity” or “High Quality Development”, but state media said the translation may not fully express China’s plan.

According to Chinese news agency Xinhua, the term new productive forces expresses China’s plan to take advantage of science and technological innovation to generate new industries and accelerate the country’s economic development. We should also see what Chinese President Xi Jinping said about this in a study session of the Politburo of the Chinese Communist Party. In this session held on February 1 this year, Xi Jinping had said, “New productive forces mean advanced productivity that is free from traditional economic development methods and productivity development paths, which has high technology, high efficiency and high quality. It is believed that in this two-session meeting, consideration may also be given to giving a new dimension to China and America relations. Last year, at the conference of APEC countries, there was a meeting between US President Joe Biden and Chinese President Xi Jinping.
