Russian President Vladimir Putin has signed a decree launching a regular spring conscription campaign, calling up 150,000 citizens for statutory military service, according to a document posted on the Kremlin’s website. All men in Russia are required to undertake one year of military service from the age of 18, or equivalent training during higher education. In July the lower house of Russia’s parliament voted to raise the maximum age for men’s conscription to 30. The new law came into effect on January 1, 2024.
Compulsory military service has long been a sensitive issue in Russia, with many making great efforts to avoid being handed conscription papers during the twice-yearly call-up period. Conscripts cannot legally be deployed to fight outside Russia and were exempted from a limited mobilization in 2022, mobilizing at least 300,000 people with previous military training to fight in Ukraine.
