Top leaders could attend only the first three meetings of the G-20

The absence of Russian President Vladimir Putin and uncertainty about Chinese President Xi Jinping has led to some commentary in some circles about the success of the G20 summit, but a look at the past summits reveals some more facts. Come Past records show that the level of attendance at global summits varies from year to year and because of commitments it is not always possible for every leader to attend every summit. Sometimes leaders are unable to attend the summit due to their personal reasons.

The best example here is the 2021 G20 summit in Italy, where there was no major geopolitical or health reason for the leaders to skip it, but some circumstances happened in such a way that the heads of state or government of six of the 20 member countries Instead their representative leaders attended. As per information, since 2008, the G20 has held 16 physical summits and one virtual summit (Saudi Arabia, 2020). Two summits were held in the years 2009 and 2010. Of these 16 live summits, except for the first three summits in 2008 and 2009, there has not been a single occasion since 2010 when each country has participated at the Head of State or Head of Government level.

If we look at the history of the G20 Summit, six times – in 2010, 2011, 2012, 2013, 2016, 2017, the head of state or government of a country did not participate. Five times in 2010, 2014, 2015, 2018, 2019, the Head of State or Government of two countries did not come. After the start of the Ukraine war, in the year 2022, the heads of state or government of three countries did not participate. In the year 2021 (before Ukraine war, after Kovid) the top leaders of six countries did not come.

There are nine such countries – Canada, Germany, India, Italy, South Korea, Turkey, Britain, America, European Union, which have always participated in every summit at the level of Head of State or Government. The President of Mexico himself has not participated since 2018. Argentina, Australia, Brazil, Russia twice and China, France, Indonesia, Japan, South Africa once sent a representative instead of the head of state or government. Saudi Arabia has attended nine times with a lower-level representative, including once in 2017 by a minister of state without portfolio.
The G20 Summit 2023 is being organized in New Delhi under the chairmanship of India on 9th and 10th of this month. The next G20 summit will be held in Brazil next year.
