About 150 Pakistan-based or Pakistan-related terrorist organizations and individuals have been blacklisted by the United Nations so far, with the latest being Abdul Rehman Makki, deputy chief of the Lashkar-e-Taiba, who has been designated as the Al Qaeda Sanctions Committee by the Security Council. According to the Al Qaeda Sanctions Committee list, around 150 terrorist organizations and individuals blacklisted by the United Nations so far are either based in Pakistan, have links in the country or operate from the Pakistan-Afghanistan border areas.

An attempt to list Makki, the head of political affairs of Jamaat-ud-Dawa/Lashkar-e-Taiba and a relative of Lashkar chief Hafiz Muhammad Saeed, in the list of global terrorists has been approved by China, a close ally of Pakistan, in a joint resolution of India and the US on 16 June 2022. But seven months after the ban, it has succeeded, because this time Beijing did not put a stop. The decision to list an individual or organization under the 1267 Sanctions Committee is taken unanimously.

The 15-member Security Council has created the Al Qaeda Sanctions Committee, in which China was the only country with the right of veto as a permanent member, which blocked the process of listing Makki. In June last year, there was no consensus on listing Makki under the 1267 Al Qaeda Sanctions Committee after China blocked a joint resolution between India and the US. As per the guidelines of the committee, a member may request for more time to consider a motion by staying the decision. During the period of validity of stay on a case, the decision on that case is considered “pending”.
