NSA Doval arrived in Jeddah on Saturday to attend a summit of National Security Advisors and other officials organized by Saudi Arabia to discuss the Russia-Ukraine conflict.

During the meeting, the NSA said that India has been in regular dialogue with both Russia and Ukraine at the highest level since the beginning of the conflict. He said the country supports a global order based on the principles enshrined in the United Nations Charter and international law. According to sources, he said, “Respect for sovereignty and territorial integrity must be upheld by all states without exception.”
“All peace efforts must be carried forward”
According to the NSA, all peace efforts should be carried forward involving all stakeholders to find a just and lasting solution to the conflict. He said that the whole world and especially the Global South is bearing the brunt of this situation. India is providing both humanitarian assistance to Ukraine and economic assistance to its neighbors in the Global South. India’s approach to the Russia-Ukraine conflict has always been and will remain one of promoting dialogue and diplomacy. The NSA said, this is the only way forward for peace.

The meeting faces a dual challenge – resolving the situation and softening the consequences of the conflict. According to sources, the NSA said, “There should be simultaneous efforts on both the fronts and a lot of ground work is needed to ensure this.” Currently, several peace proposals have been put forward. Each has some positive points but none is acceptable to both sides. The main question that needs to be addressed in the meeting is whether a solution can be found that is acceptable to all relevant stakeholders.

Doval was received at Jeddah airport on Saturday by Indian Ambassador to Saudi Arabia Suhail Khan and Consul General Mohammad Shahid Alam. Along with him, National Security Advisors of many other countries are also participating in this conference. Saudi Arabia’s Crown Prince Mohammed bin Salman is hosting this conference. Top security officials from about 40 countries are participating in it. Diplomatic sources told that Russia has not been invited to this conference.
The participants in the consultations include US National Security Advisor Jake Sullivan and China’s Special Envoy for Eurasian Affairs Li Hui. Indian Foreign Ministry spokesman Arindam Bagchi had said on Thursday that it has been India’s long-standing position that dialogue and diplomacy are the only way to resolve the Ukraine crisis and accordingly India is participating in the conference. Doval reached Jeddah on Saturday morning.
Ahead of the high-level conference, Saudi Arabia said that through this conference, Riyadh seeks to contribute to reaching a solution that will lead to lasting peace and reduce the impact of the crisis. In May, Prime Minister Narendra Modi held personal talks with Ukrainian President Volodymyr Zelensky on the sidelines of the G7 summit in Hiroshima. In the conversation, Modi told Zelensky that India would make every effort to find a solution to the conflict.
In a bilateral meeting with Russian President Vladimir Putin in the Uzbekistan city of Samarkand on September 16 last year, Modi had said “today’s is not an age of war” and urged the Russian leader to end the conflict. Zelensky said on the social media platform ‘X’ (formerly Twitter) on Friday, “I am grateful to Saudi Arabia for this platform for dialogue. Recently a meeting was held in Copenhagen in the same format. We are moving step by step towards the Global Peace Summit.
