Newly unsealed court documents allege that Manuel Rocha engaged in “clandestine activity” for Cuba since at least 1981, including meeting with Cuban intelligence agents and providing false information to U.S. government officials.
The prosecution complaint filed in Miami federal court accuses Rocha of acting as an illegal agent of another country’s government. Rocha (73) has worked as a US diplomat for 25 years. During this period he held top positions in the US Interests Section in Bolivia, Argentina and Havana.
