China to amend border health and quarantine law – Dainik Savera Times

The revised draft of the Frontier Health and Quarantine Law was presented to China’s law-making department, the Standing Committee of the National People’s Congress, on December 25 for review.
The document summarized the experiences and measures taken to prevent the COVID-19 pandemic and added a chapter on emergency response. It clearly stipulated the emergency measures to be taken at the port in case of outbreak and spread of infectious disease abroad or in the country.
The draft states that when the infectious disease spreads, the State Customs Bureau and relevant departments of the State Council, upon the approval of the State Council, will carry out centralized sample testing and medical observation for people coming from overseas, determine the entry and exit ports, temporary temporarily close ports or suspend certain port functions, temporarily close the relevant national border and restrict the entry and exit of specific goods and articles. Upon the approval of the State Council, the concerned departments will take steps to reduce the number of aircraft and limit the number of passengers etc. The draft states that the said emergency measures need to be made public before taking them and the measures will be adjusted or removed according to the objective situation.
It is noteworthy that China’s Frontier Health and Quarantine Law came into force in the year 1987 and was amended in the years 2007, 2009 and 2018.
