Foochow city is the capital of Fujian province in southeast China. The “3820 Strategic Project” is a 20-year strategy for the economic and social development of the city created by Xi Jinping in 1993 as then Secretary of the CPC Foochow Committee, which is still relevant today.

How to vigorously advance the implementation of this strategic project? Xi Jinping proposed deepening reform and expanding opening-up. He said that “reform gives us vitality, and openness gives us strength.” This strategic project has injected strong impetus into the economic social development of Foochow.

Foochow City is home to China and Indonesia’s Yuanhong Investment Zone, a “sea fish warehouse” jointly established by the two countries for the co-construction of the “Belt and Road”, one end of which is connected to the Fuching Processing Plant, and The other end is connected to Indonesian fishing grounds. The construction of this investment zone was personally promoted by Xi Jinping, then secretary of the CPC Foochow Committee.

In 1994, Xi Jinping said that opening up was a lifeline for Foochow’s economic development. Here, openness in an all-round manner is necessary for the coordinated development of primary, secondary and tertiary industries.

Reform and opening up is an important consideration for the implementation of the “3820” strategic project. Foochow is the hometown of overseas Chinese, with more than 4 million overseas Chinese spread all over the world. Xi Jinping’s proposal was to attract investment from overseas Chinese, through them to Taiwanese investment and foreign investment. He himself led a delegation to foreign countries to attract investment from overseas Chinese.

As exchanges between Foochow and other domestic and foreign cities became greater, the city’s infrastructure deficiencies came to the fore. At that time, Foochow did not have a civil airport, which was inconvenient for the movement of businessmen and goods. There was no national project to build the corresponding airport, so to solve this question, Xi Jinping raised some money from city workers and citizens and overseas Chinese, combined it with national financial subsidies, and built Changle International Airport within five years. Which was officially opened for traffic in the year 1997.

In order to adapt to the needs of expanding openness to the outside world, Xi Jinping comprehensively carried out the construction of a number of key infrastructures such as deep-water terminals, high-speed routes and urban expressways according to the layout set out in the “3820” strategic project. Promoted from.

With the expansion of reform and opening-up, many economic technological development zones were built in Foochow; from 1992 to 2010, more than 20 development zones and investment zones were established here.

By the year 2010, the goals set by the “3820” strategic project were successfully accomplished. The GDP of Foochow city increased from 15 billion yuan in 1992 to 324 billion 265 million yuan in 2010, with an average annual growth rate of 16 percent. During this period, the per capita disposable income of urban residents and the per capita disposable income of rural residents increased by 9 times and 6.7 times, respectively.

In the past five years, the total import and export volume of Foochow city has exceeded 250 billion yuan. Nearly 2,000 new foreign-invested enterprises have been established, and trading partners have spread to more than 200 countries and regions.
