In any democratic country, only the language of the people can play a meaningful role as a communication language between the people and the government. Hindi, along with being a medium of expression of the basic elements of Indian culture, is also a powerful means of strengthening the emotional unity of India. Due to its generosity, breadth and receptivity, Hindi complements India’s democratic system. Honorable Prime Minister Narendra Modi has made Hindi proud not only in the country but also in foreign countries by communicating in Hindi on various platforms, which is exemplary for us. Today, it is the government’s effort to take the promotion of Hindi to the people of India and not just limit it to the government level. Also, the Government of India is determined to spread the light of Hindi language not only in India but throughout the world. The Department of Official Language of the Government of India is making efforts to ensure that more and more work is done in Hindi in the offices under the Central Government.
In this sequence, Hindi Day Celebration and Third All India Official Language Conference is being organized by the Department of Official Language in Pune on 14-15 September. Before this, two official language conferences have been organized on a grand scale in Varanasi and Surat. This year, the chief guest of the conference will be Union Home and Cooperation Minister Shri Amit Shah. Important sessions will be organized in the conference on various topics related to Hindi, in which scholars related to Hindi from across the country will participate.
Official language moving forward with inspiration and encouragement
Constitutional provisions related to the official language Hindi have been made in Part 17 of the Constitution in Articles 343 to 351 and Articles 120 and 210. The official language policy of the Government of India is based on inspiration, encouragement and goodwill. Due to linguistic diversity in the entire country, there is no policy to impose Hindi at once, rather arrangements have been made to implement it by developing it gradually. The efforts of the Government of India, Ministry of Home Affairs, Department of Official Language to establish Hindi in government offices have been quite successful. Many training programs are being conducted online by the Department of Official Language. ‘Leela Hindi Pravah’ has helped in learning and understanding Indian languages. Memory-based translation software ‘Kanthastha’ has made translation work easier and Prabodh, Praveen, Pragya courses can be done online through Hindi self-learning software.
The biggest problem in Hindi used to be typing, that too has now completely ended after the introduction of Unicode. In the Unicode system, while on one hand typing can be done from Roman to Hindi through transliteration, tools have also been provided for those who have got used to working in non-Unicode fonts. Transliteration is being used in Hindi typing in most of the government offices, but there is a need to learn and work on the keyboard available by default in Unicode. Older employees do not have the desire to learn it, but the new generation employees can learn it easily.
Ways become easier with ‘Narakas’
Apart from this, a joint NARAS website has been created by the Department of Official Language for the City Official Language Implementation Committees (NARAS) working across the country. All Narakas share their Narakas related data (information) on this free website. The purpose of forming Town Official Language Implementation Committees is to provide a joint platform to promote the use of the official language in the offices of the Central Government spread across the country and to remove the difficulties in the implementation of the Official Language Policy. On this platform, Narakas members can improve the level of their achievements by discussing and exchanging information about the best policies adopted by them to increase the use of Hindi. Two meetings of the committee are held in a year. The administrative heads of the Central Government offices located in a particular city are expected to personally participate in the meetings of this committee.
By Rule 12 of the Official Language Rules, 1976, administrative heads have been entrusted with the responsibility of implementation of the Official Language Policy and compliance with the orders issued by the Department of Official Language from time to time in this regard. Officials from the Department of Official Language (HQ)/ Regional Implementation Offices participate in these meetings. As per the norms set by the Department of Official Language, the City Official Language Implementation Committees, which do the best work towards increasing the use of the official language Hindi, are honored by giving ‘Official Official Language Award’ at the national level and ‘regional official language award’ at the regional level.
Emphasis on preparing original content in Hindi

Translators believe that it is easier to translate from English to Hindi because they face less problems in finding Hindi equivalents of English words, whereas finding English equivalents of Hindi words can take a lot of time. However, the newly recruited employees are coming from English medium studies and it may be quite easy for them, but the employee preparing the original documents always complains that why should we work twice as hard. First prepare the document in Hindi and then in English. Therefore, this problem may persist until the government directs that documents should be prepared only in Hindi.
Amritkal resolution should be fulfilled in official language
From independence till today, it has been the dream of every thinker that Hindi should be used more and more in the field of education and technology in India. Hindi should not only be the official language but also the language of the common people. At present, India is becoming self-reliant under the leadership of the Honorable Prime Minister. For self-reliance, it is necessary that all work be done in one’s own language. This is possible only when all of us are voluntarily determined to work in the official language and our mother tongue. It is expected that in the Third All India Official Language Conference, there will be a thoughtful discussion towards encouraging people to work more and more in Hindi and motivating a large number of youth to learn this language. The Department of Official Language will be successful in achieving the target with its collective and meaningful efforts; seeing their efforts, it is easy to believe.
