Islamabad : Former Director General (DG) of Pakistan Army’s media wing ISPR Major General (R) Athar Abbas said on Sunday that talks with India at levels other than military are ‘Pakistan’s need’. Athar said this during a discussion at the Karachi Literature Festival. Its own people are advising Pakistan to improve relations with India. Pakistan’s economist Dr. Parvez Tahir had also appealed to the Shahbaz government a few days ago to start trade with India to provide relief to the people.

Abbas said, ‘At present, dialogue is the need of our country. The way forward is not only for the government. If you leave it entirely to the security establishment, there will be no progress. It would be like taking one step forward and two steps back. He said that there should be an initiative… like Track II diplomacy, like media, like trade and business organizations, like education. They can interact and carve their place within the Indian society.

‘Pakistan needs dialogue’

Athar said, ‘This will put pressure on the Indian government to see what the people want. This is the need of the hour, talks are the need of Pakistan. He said that if there is opposition, Pakistan can also involve America and Europe in this. Athar was asked how soon the talks with the neighbors would be possible. In response he said, ‘You cannot change your neighbor. Eventually, he has to come to the table, even if he thinks he is a super power.

‘We should not just wait for the army’

Athar Abbas said that Pakistan’s instability will spread to India as well. ‘We should not just wait for the army’. Apart from this, other options should also be looked at. Recalling former Indian Prime Minister Atal Bihari Vajpayee’s ‘bus diplomacy’ and Pervez Musharraf’s Agra initiative, he said the two countries have in the past “missed many opportunities” to start talks. Citing his country’s political instability, he said it would be difficult to hold talks with a country that is “at war with itself”.
