Describing the failure of the talks as a “wasted opportunity” to move forward again, India’s Permanent Representative Ruchira Kamboj on Thursday said the process “could go on for another 75 years without any progress towards real reform”. ” He said that progress cannot be made in the Inter-Governmental Negotiations (IGN) until the General Assembly Rules of Procedure and the Single Negotiating Text are adopted for the same.

As it has done at every session since the IGN began in 2009, the General Assembly voted unanimously to move the talks to its next session beginning in September.

The main obstacle to progress is opposition from a small group of countries led by Italy, which includes Pakistan, to adopting a negotiating text to base discussions on reforms. “It is clearly in the interest of those who want the status quo to be established, to keep the process stable in repetitive cycles,” Kamboj said.

India will “continue its efforts to move from repetitive speeches to text-based negotiations”, he warned, warning that “looking beyond the IGN we see as the only viable path forward for a future UN Security Council will better reflect today’s world.”

Inga Rhonda King, the Permanent Representative of Saint Vincent and the Grenadines, made a similar warning on behalf of the L.69 group, saying, “If we fail to deliver concrete results on the issue of Security Council reform, we will be threatened by the international community. risks the possibility of finding another forum within which he can arrive at an alternative solution.

Notably, L.69 is a group of more than 30 developing countries around the world working to reform the council. The President of the General Assembly, Sabah Korosi, pointed to making the IGN process transparent. “For the first time in the history of these talks, the first segments of IGN meetings are now being webcast, and a website has been set up to maintain the records,” he added.
