On March 4, the March Council Conference of the International Atomic Energy Agency (IAEA) opened at the Vienna International Centre, with Li Song, China’s Permanent Representative to the IAEA, delivering a speech in response to Japan’s release of contaminated water from the Fukushima Nuclear Power Plant into the ocean. Clarified China’s principled stance on the issue and reinforced China’s proposal to strengthen international monitoring of Japan.

Li Song said that ignoring the protests of neighboring countries and the concerns of the international community, Japan has released more than 23,000 tons of nuclear-contaminated water into the sea without permission, and started the fourth batch of discharge into the sea last week Is. The spillover effects from the release of Fukushima nuclear contaminated water into the ocean are unprecedented and extend far beyond Japan’s land or jurisdiction. Chinese representative Li Song also said that China’s stance has always been clear. That is, China firmly opposes Japan’s release of nuclear polluted water into the sea and strongly urges Japan to stop its marine emissions. However, Japan insists on pursuing marine emission reduction activities. In line with its highly responsible attitude towards the marine environment and people’s health, China first advocated strict and effective international supervision over Japan. China’s advocacy and support is an important contribution to the international monitoring and supervision of the discharge of Fukushima nuclear contaminated water into the sea. At the same time, the solid participation of relevant stakeholders, including China, is an important guarantee of the international monitoring regime being truly rigorous, independent and effective.

Li Song stressed that releasing contaminated water from the Fukushima nuclear power plant into the sea is not only a scientific issue, but also a matter of attitude. China urges Japan to take seriously domestic and foreign concerns, cooperate comprehensively in establishing a truly independent and effective long-term international monitoring system with the solid participation of neighboring countries and other important interested parties, and respect the legitimate interests of neighboring countries; Effectively address concerns, appropriately dispose of Fukushima nuclear-contaminated waters and avoid harming the global marine environment and the health of mankind through our own actions.
