What is the United Nations Security Council (UNSC)?

The United Nations Security Council was formed after World War II and was established on January 17, 1946 primarily to maintain international peace and security. After World War II ended, the US and the Union of Soviet Socialist Republics (USSR) emerged as the main winners against Germany, Italy and Japan. Along with them, the United Kingdom also shaped the post-war political order. Then-US President Franklin Roosevelt advocated the inclusion of the Republic of China, and Britain wanted France to join the group, as it viewed the country as a buffer against potential German aggression. This is how the UNSC got its permanent five or P5 countries.

How is UNSC membership decided?

For many years India has often argued for a permanent seat on the UN Security Council, arguing that the current body is limited in terms of representation. To become a ‘permanent’ member of the UNSC, a country would need the support of two-thirds of the members of the UN General Assembly and all P5 countries. While the first requirement is relatively easy to achieve, the second is difficult. This is because all five permanent members have veto power. Thus, if one country decides against a proposal, it will not be passed even if the other four countries reach a consensus. However, the original UN Charter, signed in 1945 before all this, also requires amendment stating the expansion of the permanent seats of the UNSC.
