Sources told Reuters last year that Russia was pushing Zharov to lead a puppet government in Kiev following Moscow’s military invasion on February 24 last year. He told the Financial Times at the time that the idea was “quite funny” because he was just running a wellness business in Crimea and was “not important enough”.
Tsaryov was previously a member of the Ukrainian parliament and chairman of the parliament of “Novorossiya”, an entity formed after Russian-backed separatists in eastern Ukraine broke away in 2014 and fought Ukrainian forces.
